• The Intelligence Preparation of the Operational Environment is a continuous process used by organizations to produce intelligence assessments, estimates, and other intelligence products in support of the decision making process. The IPOE process involves four major steps: defining the total operational environment; describing the impact of the operational environment; evaluating the adversary; and determining and describing the adversary’s Most Likely Courses of Action (MLCOA) and the Most Dangerous Courses of Action (MDCOA).
